Role Responsibilities

Reporting to the Manager of Intergovernmental Relations and Strategic Policy within the Evidence, Policy, and Governance branch, you will serve as a Senior Policy Analyst and subject matter expert on labour force development. In this role, you will provide advice and prepare briefings on labour force issues, policy implications, and potential solutions for consideration by senior government officials and the Minister of Jobs, Economy, Trade and Immigration.

 

As a Senior Policy Analyst, you will lead policy and project coordination, development, and facilitation across a range of cross-ministry and stakeholder initiatives. You will play a critical role in liaising with federal, provincial, and territorial (FPT) working groups, identifying issues impacting Alberta’s labour force, and developing options and recommendations. This position requires operating in a fast-paced and highly political and technical environment, applying a strong economic, environmental, cultural and social lens to analyze labour market challenges and craft briefings that support the Government of Alberta’s economic development and labour market objectives.

 

Your key responsibilities include conducting research, developing policy, and preparing departmental correspondence, briefing notes, concept papers, discussion documents, cabinet reports, and other materials for the Minister and Cabinet.

Qualifications

University degree in public policy, public administration, political science, sociology, economics, or a related field and 4 years of related experience (equivalencies will be considered).

 

Required knowledge and experience:

  • Demonstrated experience in:
    • Policy analysis and development, including drafting briefing notes, Cabinet reports, and discussion papers.
    • Inter-governmental policy briefing.
    • Conducting research and quantitative analysis to inform policy decisions.
    • Monitoring and interpreting economic, social, and political trends, policies, and legislation at provincial, national, and international levels.

 

  • Strong ability to:
    • Lead and coordinate cross-ministry and intergovernmental committees and working groups.
    • Manage complex projects, including developing project charters, work plans, and deliverables.

  • Excellent written and verbal communication skills for preparing high-quality materials and representing departmental positions.
  • Political acuity and ability to operate in fast-paced, complex and sensitive environments.
  • Agility, advanced analytical and problem-solving skills, and attention to details with an economic and social lens.

 

Assets:

  • Master’s degree in a relevant discipline.
  • Experience with:
    • Labour market and workforce development issues, including immigration, essential skills, and socio-economic factors.
    • Federal/provincial/territorial (FPT) tables and pan-Canadian forums such as the Forum of Labour Market Ministers (FLMM).
    • Stakeholder engagement and public consultation processes.

  • Project management certification (e.g., PMP) or formal training.
  • Proficiency with statistical software or data visualization tools.
  • Familiarity with Alberta’s labour force dynamics and related legislation, funding models, and policy frameworks.

Notes

There is one full-time permanent position working 36.25 hours per week, Monday to Friday.

 

The work location is in Edmonton.
