Alberta Infrastructure designs, builds, manages and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that schools, hospitals and government facilities infrastructure meet the needs of Alberta’s population. Role Responsibilities
Reporting to the Director, Land Planning Unit, the RPG Sector Planner provides professional review of and accountability for administration of applications under the Real Property Governance Act, the Post-Secondary Learning Act, and the Education Act for surplus property applications. The position also supports the Managers and Director in ongoing administration of the Real Property Governance Act generally.
Some of the responsibilities for the Real Property Governance (RPG) Sector Planner include, but are not limited to:
- Prepare and draft decision-making documents such as letters, Ministerial Orders, related briefing notes, revision or rejection letters and other memorandums.
- Identify and analyze opportunities for properties to support capital projects or other Government needs.
- Consult with staff from Infrastructure and other Government departments to clarify and confirm land needs, identify and interpret property encumbrances and other details.
- Administrate formal applications in accordance with legislated procedures and internal policies
- Provide Management with background information on new files, analyze the file and make recommendations for further actions.
- Review and provide advice on issues of municipal zoning bylaws, Area Structure Plans and Servicing/Development Agreements with municipalities and utility operators.
- Assist with process development, process improvement, and record keeping for RPG activities.
- Ensure the accurate and timely processing of Real Property Governance Act decisions.

Qualifications
Requirements
- Bachelor’s degree with a specialization in Urban Planning, Geography, Public Administration, or a related field plus 4 years of related experience
- Knowledge of the Real Property Governance Act.
- Sound knowledge of the Municipal Government Act regarding municipal land use planning processes and practices, particularly subdivision and development
- Familiarity with the Land Titles Act
- Familiarity with the Education Act and its associated regulations
- Familiarity with the Post-secondary Learning Act and its associated regulations
- Understanding of capital planning processes
Equivalencies: Directly related education or experience considered based on:
- 1 year of education for 1 year of experience; or
- 1 year of experience for one year of education
Assets
- Superior writing and analytical skills including the preparation of briefings, and research for the same.
- The ability to liaise and develop relationships with other public sector bodies.
- Eligibility for membership with the Canadian Institute of Planners.
- Ability to use computer software applications including Microsoft Office Suite, database programs, Alberta Land Titles SPIN system and geographical information systems. Graphics and computer aided design knowledge may be an asset.
- Proficient in the use and interpretation of municipal planning studies, topographic maps and aerial photographs.
- Ability to interpret legal agreements and prepare maps and drawings suitable for work unit's business needs.
