The Ministry of Justice is seeking a Manager, Financial Planning to provide strategic leadership and oversee a comprehensive suite of financial services, including financial planning and management, budgeting and forecasting, financial monitoring and analysis, and internal financial reporting.

 

Reporting to the Director of Financial Planning, the Manager leads a team of budget officers and is responsible for delivering high-quality budgeting, forecasting, and financial advisory support to assigned portfolios (e.g., divisions, programs, and projects). The role also provides regular strategic advice and analysis to the Director of Financial Planning, the Executive Director, and Assistant Deputy Ministers to support ministry-wide financial and strategic planning activities.

 

 

Responsibilities include:

  • Coordinate the Ministry’s internal financial forecast cycle and deliver monthly financial reports to the Executive Team to support informed decision-making. This includes reviewing divisional forecasts for completeness, accuracy and reasonableness.
  • Prepare and present monthly financial forecasts to divisional ADMs and leadership, including analysis of existing and proposed policies, organizational changes, major projects and corporate initiatives to inform strategic decisions.
  • Enhance the visibility and transparency of the Ministry’s capital budget by providing monthly reporting and analysis to senior leadership.
  • Lead and oversee training initiatives to ensure business areas meet expenditure officer responsibilities related to budget development, monitoring and reporting.
  • Oversee day-to-day financial planning operations, ensuring alignment with organizational goals and the effective delivery of services.
  • Manage team workload, support operational problem-solving and maintain high levels of productivity and service quality.
  • Provide coaching, mentoring, and cross-training opportunities to build team capacity and support professional development.
  • Contribute to government-wide budget preparation processes and support the development and maintenance of financial policies, procedures and business practices.
  • Deliver briefings to the Executive Team on the status of cross-ministry initiatives and priority projects to inform strategic planning and decision-making.

Qualifications

 

Required:

  • A University graduation in Business with a focus in Accounting or Finance supplemented by four years related experience.
  • Extensive knowledge and experience in budgeting, financial administration, financial forecasting, costing theories, techniques and processes, including the preparation of complex financial reports.
  • Related experience or education may be considered as an equivalency on a one for one basis.

 

 

Assets:

  • Professional accounting designation - Chartered Professional Accountant (CPA) is an asset.
  • Experience in coordinating projects or programs, including consultation and working in teams.
  • Comprehensive knowledge of management principles, especially related to human resources, financial planning, information technology, and communications.
  • Experience in relevant acts and manuals relating to budgeting and financial administration, i.e., Financial Administration Act, Government Accounting and Organization Acts, Grants Regulations, Treasury Board Minutes and Directives, Sustainable Fiscal Planning and Reporting Act.
  • Supervisory experience is an asset.
