Role

The Alberta Teaching Profession Commission (ATPC) oversees teacher and teacher leader professionalism and disciplinary matters. The ATPC was established in 2023 and oversees complaints of unprofessional conduct and professional incompetence against Alberta certified teachers and teacher leaders throughout the Province of Alberta. The ATPC is a division within the Ministry of Education operating at arms length. 

 

Reporting to the Commissioner, the Executive Director, Alberta Teaching Profession Commission, plays a critical role in supporting the Commissioner in leading a multi-disciplinary team responsible for managing complaints of unprofessional conduct and professional incompetence against Alberta certified teachers and teacher leaders. In this role, you will be accountable for the review of complaints made against Alberta's teacher and teacher leaders; oversee preliminary inquiry and assessment and the review and assessment of investigation, mediation and dispute resolution reports and prepare decision recommendations to Commissioner, including determining whether a complaint has merit or was frivolous, vexatious or without merit. You will also support the Commissioner in complainant appeals and hearings and represents the Commissioner before the Professional Conduct and Competency General Panel, as required.

 

In this role, you will lead the strategic and operational development of the ATPC, guiding annual operational planning, strategic initiatives, budgeting and forecasting. You will establish goals and priorities to deliver results consistent with government direction, policy, legislation and regulatory requirements. In addition, you will play a key role in the development of an annual report that will be shared in Legislature and later available to the public, as well as publication of quarterly reporting.  

 

You will work with other program area leaders, including the Office of the Registrar, and legal counsel regarding the teacher discipline system, while ensuring operations remain at arms length. As necessary, collaborate with education stakeholders regarding matters of teacher and teacher leader discipline.

 

The Executive Director role is a pivotal leadership position requiring a broad range of skills, strategic vision, and demonstrated experience. As disciplinary outcomes can affect teacher and teacher leader certification, you will use exceptional attention to detail, administrative fairness, understanding and application of principles of administrative justice, and statutory interpretation.

 

 

Qualifications

The role of Executive Director is highly complex and requires a unique set of skills and expertise. The successful candidate will possess credibility to inspire confidence among stakeholders, foster trust, and uphold the highest standards of integrity.

 

You bring extensive related senior management experience, with a proven ability to exercise fairness, impartiality, and sound judgment. You have experience applying the principles of natural justice, interpreting legislation, weighing evidence, applying case law, and making decisions in an adversarial context. Demonstrated expertise in conflict resolution, case management, and the development of rules and regulations for decision-making procedures is also required. In addition, you demonstrate an understanding of best practices, relevant case law, and jurisdictional decisions. Flexibility is essential, along with the ability to identify and implement necessary changes to ATPC processes and operations to ensure continued effectiveness and compliance.

 

Experience in or familiarity with professional regulations, the education system, law and/or policy development is an asset. Demonstrated ability to develop and maintain effective relationships with large, diverse, and complex stakeholder groups. Strong interpersonal and communication skills, combined with the ability to foster collaboration and build strategic partnerships

 

A bachelor’s degree in a related field, or an equivalent combination of education and experience. Related Master’s degree is preferred.

 

 

Salary

$5,758.44 - $7,567.65 bi-weekly ($150,295.28 - $197,515.67 annually)

 

 

Notes

This Executive Director role is a temporary position for up to 12 months.
